Why do children have a right to high quality provision that meets their indivudal needs

I'm struggling to answer this question i have it in my head why but can't find the words.

any help would be appreciated, just filling in the blanks on my NVQ 3 CCLD and this is one of them lol. Have put this similiar question in the NVQ section incase anyone misses it lol

The children's act is a good place to start with this (don't have a link but it is easy enough to google). This is the act that basically started the ball rolling on the whole eyfs - itconcentrates on making the uk , the best place for children to growup and the standards of care that parents and children have a right to receive.you should be able to find the phrasing and qoutes you are looking for in there.
