more than emerging, but less than secure

HELP!

can anyone think of a word that sums up 'more than emerging, but less than secure'?

and/or help me work out what to put!

I'm doing 2 yr progress check on a LO ...

16-26 mths, he 'ticks' every box except any around toilet training!

22-36 mths, he is ticking most boxes except again, toileting!

it is going to be something I put down that we are going to look at/work on. ( mum and I are already doing so, and have discussed but child really isn't interested !!! )

I use Tapestry and in that it uses Emerging, Developing, Secure.

Any help??

I think nurseries mention 'working towards' but don't know if that works well with toilet training. 'Developing' sounds good to me too. :-)
