I have heard that you don't need that now so how do I go about this x

Chat with your LA and see what they say  Different counties work differently and although they have supposed to have relaxed the criteria I think some counties are still asking for certain things.

That's a shame :(

I see you were registered in March...Ofsted can take up to a year to come out from experience. My first inspection was 11m after I registered.

The rules have changed and now say that you can offer funding before your first inspection. I'll try to find the info for you, so hang on a mo! I would take it back to your LA and see what they say.

Have a read through this

http://media.education.gov.uk/assets/files/pdf/e/la%20role%20statutory%20guidance%20final.pdf

particularly section A3.6, which says LAs should "fund new providers registered with Ofsted until their first full Ofsted inspection
judgement is published."

It's got to be worth querying it with your LA

Every LA create their own paperwork so if your LA want some agreement signed they will be the ones to provide it.
I'd get back to them and talk through the whole process and make sure you have all the documents- there should be some kind of contract between you and the LA (that might be the agreement you have heard about) and check exactly what £ they will be paying per hour. In some areas it is so low it is not worth doing, sadly.
