I found this article which makes for interesting reading about the agency approach in the Netherlands and the effect the changes (which seem very similar, if not virtually identical to here) that they made there had on childminding.

Why on earth is this Government going down this road - purely to try to save money I think - with no thought for the young children it will effect.

Well - it's not pleasant reading, but a great article showing clearly what happens - great example of some research for Liz Truss. Wonder if she's read it yet? I just tweeted a link to her.
