I have bought them as empty bags on ebay such as this example:

TEACHER RESOURCE BAG/STORY/TOY SACK/PE BAG-NUMBER PRINT | eBay (http://www.ebay.co.uk/itm/TEACHER-RESOURCE-BAG-STORY-TOY-SACK-PE-BAG-NUMBER-PRINT-/300371661968?pt=UK_Stationery&hash=item45ef8bd490)

then filled with my own collection of stuff,
and I have also bought blank bags, such as these;

Cotton Drawstring Bags, In sizes 14cm x 20cm up to 50cm x 75cm Rope Drawstring | eBay (http://www.ebay.co.uk/itm/Cotton-Drawstring-Bags-In-sizes-14cm-x-20cm-up-to-50cm-x-75cm-Rope-Drawstring-/320983267416?pt=UK_Storage&var=&hash=item4abc17f858)

and put my own design on the front, using that t-shirt printing stuff that you print of ( making sure that you set your printer to the special setting that reverses the image )

I then fill the bags with the stuff i already have, and keep my eyes open at NCT sales, charity shops, online and at car boot sales.

Similar to what I do but I make the bags myself using fat quarters of fabric from ebay in the theme if possible ie Hungry Caterpillar fabric, ABC, numbers etc, there's lots of choice and it is fairly cheap to buy.

I just find the stuff as I go. Bits and bobs from charity shops and boot fairs. It's much cheaper. I don't put in themed bags though as the materials just increase the cost.

I buy my bags from crafty crocodiles, then print off picture from the computer onto iron paper.
All mine have been filled from choosing a book on the shelf then going round the house adding items to build the theme. So for gruff also I put in a fruffalo toy, mouse, snake and owl. I printed out numbers and pictures off the Internet and a game .
The children re intact the story with the toys etc, really good for those children who are not all the interested in books as well as those that love story sharing.

I have one which is really easy to make - It's the Dear Zoo book and then all of the animals to go with it which are soft toys. They kids love it.

You can usually borrow story sacks from libraries x
